Beginning with the Reagan administration in 1981, the Coast Guard acted on a policy of particular prejudice against Haitian refugees, intercepting, detaining, and returning more undocumented Haitians than any other immigrant population. This group, which arrived in June 1981, was taken into custody by the sheriff's department to await processing by the U.S. Immigration and Naturalization Services.
