The unfortunate situation that Haitians were attempting to escape was far more dire than the U.S. government has been willing to accept. And thus the flow of refugees remained constant, except for the periods of hope at the end of Duvalier's reign. This family was five days at sea before reaching Virginia Key, close to Miami.
